Call for proposals for pre-study on: THE INCLUSION OF LOGISTICS IN THE SWEDISH NATIONAL FREIGHT MODEL SYSTEM

The SAMGODS group i.e. the four public administration agencies for air, rail, road and maritime transport, SIKA (the Swedish Institute for Transport and Communications Analysis) and VINNOVA (the Swedish Agency for Innovation Systems) is responsible for the commissioning of new models and tools for Swedish analyses of goods transport. A major development initiative is now considered related to the Swedish national model system for goods transport. The primary users of a new or revised national model system for goods transport are the members of the SAMGODS group. The members of the group require a national model system for goods transport to provide information support for the group members to carry out their tasks within policy analysis and infrastructure planning. This means that the model system should provide demand forecasts or projections for the relevant networks and time periods. It must also be capable of providing information for evaluation and impact analyses of all kinds of infrastructure related measures such as investment, maintenance, safety enhancing measures etc. During 2001, a first step was taken to prepare for the new development. It was a step with the purpose to produce ideas on which development path to follow. Four idea studies where carried out by four different consortia. In the end of November 2001 the study reports where delivered to the SAMGODS group and in February 2002 they where presented by the consultants on a three day seminar in Stockholm. (The idea studies can be downloaded from www.sika-institute.se). As expected the idea studies and the seminar provided the SAMGODS group with a lot of new and interesting ideas and information. Some of the new ideas, though very interesting, have to be investigated further before they can be used in the process of commissioning a new model system for freight in Sweden. Therefore the SAMGODS group has decided to do further studies before the scope of the long term freight models is decided. There will be three pre studies commissioned on three certain subjects of special interest, these are: • How to the include logistics in the Swedish national freight model system • Freight transport demand and goods flows between regions • Modelling of local and regional distribution and collection traffic. The purpose of this initiative is to outline a feasible way ahead (or possible alternative ones) for the explicit modelling of these three subjects in the framework of Swedish national freight modelling.
